ABOUT THE INTERDEPARTMENTAL COMMISSION
In accordance with the Decree № 599 of the Government of the Republic of Kazakhstan dated on 30 May 2011, the Interdepartmental Commission on development of the logistics system under the Government of the Republic of Kazakhstan (hereinafter - the Commission) was created.
The Regulations of the Interdepartmental Commission on development of the logistics system under the Government of the Republic of Kazakhstan.
GENERAL POSITIONS
The Interdepartmental Commission on development of the logistics system under the Government of the Republic of Kazakhstan (hereinafter - the Commission) is founded in order to create a logistics system and further increase the transit potential in the country.
The Commission is an advisory body under the Government of the Republic of Kazakhstan. The activity of the Commission is guided by the Constitution and the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan and other normative legal acts, international treaties of the Republic of Kazakhstan, as well as these Regulations.
OBJECTIVES AND FUNCTIONS OF THE COMMISSION
Main objectives and functions of the Commission are to work out proposals of:
- further development of the logistics system and logistics potential of Kazakhstan including establishment of full-fledged transport, commercial and multi-logistics centers;
- improvement of the legislation of the Republic of Kazakhstan in the field of logistics aiming at removing barriers that arise with the cargo transportation at border crossings (customs clearance, tariff policy, taxation, insurance, licencing, certification, standardization, etc.);
- determination of the most appropriate model to develop the logistics system in the Republic of Kazakhstan;
- position location of the most optimal places and territories on domestic and border areas of the Republic, as well as among existing airports to construct logistics facilities;
- further development of multimodal transportations and logistics services
PRINCIPLE RIGHTS OF THE COMMISSION
In the established order and regarding the issues under their competence, the Commission is entitled to:
- make proposals to the Government of the Republic of Kazakhstan on the effective development of the logistics system in the Republic of Kazakhstan;
- attract international and local experts of an appropriate specialization from both state bodies and organizations to conduct examinations and consultations;
- Зrequest and receive information under their competence from state bodies and organizations in accordance with the legislation
- hear suggestions and opinions of sectorial associations, transport organizations and interested investors on the development of logistics;
- organize temporary and permanent project implementing groups.
ACTIVITY ORGANIZATION OF THE COMMISSION
The Chairman of the Commission directs their activities, presides at meetings, plans their work. In case of the absence of the Chairman, the Vice-President of the Commission fulfills his functions.
Functions of the working body in the Commission are entrusted to the Ministry of Transport and Communications of the Republic of Kazakhstan.
The working body performs organizational support of the Commission in terms of ensuring the calling of the Commission members, as well as interaction of the Commission with state agencies, national companies of the Republic of Kazakhstan and public associations of the Republic of Kazakhstan.
The decisions of the Commission are made by simple majority votes of the total number of members in the Commission. In case of the tie vote, the vote of the Chairman of the Commission is deemed to be decisive. The members of the Commission have the right to a dissenting opinion which shall be given in writing and attached to the minutes.
According to the results of the meetings of the Commission the minutes is drawn up and signed by the Chairman of the Commission.
Termination of the Commission
The grounds for terminate the Commission is the decision of the Government of the Republic of Kazakhstan.
