LPI in the countries of the customs union

Due to logistics in the countries participating in the Customs Union 10-12% of GDP (the transport sector — 8.7% of GDP) is formed. In the EU countries, the figure is 20-25%.

Share of logistics costs in the final cost of production in the countries of the Customs Union is on average 20-25%, and in some cases it is as high as 35%. At The same time the world average is at 11%, in China — 14%, in EU — 11%, in the US and Canada — 10%.

Let’s consider the location of the countries participating in the Customs Union in accordance with 6 major assessment criteria of logistics efficiency pursuant to the methodology of the World Bank.

The Indicators of Kazakhstan have decreased in such sections as “quality of the logistics infrastructure”, “international transportation”, “cargo tracking”, “timely delivery”. Meanwhile, there is a slight improvement in such positions as “the customs”, “quality and competence”.

Belarus has the lowest position in the “The customs” — 121 place (the ratio decreased from 2.67 to 2.24). Then we can see “timely delivery” and “tracking of cargo”. Meanwhile, the condition of the logistics infrastructure has improved, as well as the indicators of “quality and competence”, “international transportation”.

Russia has worsened their position in terms of “the customs”, “quality of the logistics infrastructure, “international transportation”, “quality and competence”, “timely delivery” and they have raised the rate for the position “cargo tracking”. Kazakhstan has left behind Russia and Belarus both according to the overall logistics performance index (integral index LPI), and in individual indicators (subindex logistics performance), except for the indicators of “quality of the logistics infrastructure” and “timely delivery”.

Despite some subjectivity of the logistics efficiency study, we can identify some major problems of logistics development in the countries participating in the Customs Union. They are the lack of investment in infrastructure development, unformed 3PL- market of services, absence of a system integrator level 4PL, a low level of personnel qualification, inadequate customs and other controls at the external border, unformed legal and regulatory framework, the lack of statistical accounting of the indicators of logistics development at the national level, and poor integration into the Eurasian logistics system.
